Oracle APEX: Low-Code Delivery on the Oracle Database

Oracle APEX builds enterprise web apps directly on the Oracle Database — at a fraction of traditional cost, and included with every Oracle Database licence. This is what we have learned delivering it: real costs, Forms migration, the new AI features, and the applications teams actually ship.

Overview

Oracle Application Express (APEX) is a low-code platform that runs inside the Oracle Database. Because it is included at no extra licence cost with the database you already run — and free on Oracle Autonomous Database and the Always Free tier — it changes the economics of the internal tools, portals and departmental applications that would otherwise be quoted as full custom builds.

Its biggest enterprise use is modernisation: moving ageing Oracle Forms and Reports estates to responsive, browser- and mobile-ready APEX applications without abandoning the data model or the business logic those systems encode. Recent releases add generative-AI features — an AI assistant and AI-driven components — that speed up both development and the applications themselves.

The articles below cover the parts that decide a project: what APEX really costs, how a Forms-to-APEX migration is scoped and priced, the AI features in current APEX, and examples of production applications built on the platform.

Frequently asked questions

What is Oracle APEX?
Oracle APEX (Application Express) is a low-code development platform that runs inside the Oracle Database. You build data-driven web applications declaratively, and they run on the same database that holds your data — with no separate application tier to license or manage.
Is Oracle APEX really free?
APEX is included at no additional cost with every Oracle Database licence, and it is free to use on Oracle Autonomous Database and the Oracle Cloud Always Free tier. You pay for the database (or use a free tier), not for APEX itself — which is why it is so cost-effective for internal and departmental applications.
How hard is an Oracle Forms to APEX migration?
It depends on the size of the Forms estate, the amount of custom PL/SQL, and the integrations involved. The data model and much of the business logic carry over, but the interface is rebuilt in APEX rather than converted line-for-line. A short assessment banded by complexity gives a realistic cost and timeline — see the Forms-to-APEX guide below.
What can you build with Oracle APEX?
Internal tools, customer and vendor portals, dashboards, approval workflows, data-management and reporting applications, and modernised replacements for Oracle Forms systems. It suits data-centric business applications on the Oracle Database.
Is Oracle APEX suitable for enterprise-scale applications?
Yes. APEX applications inherit the scalability, security and availability of the Oracle Database they run on, and are used for production enterprise workloads. As with any platform, performance at scale depends on sound data modelling and design — which is where experienced delivery matters.
