Oracle APEX is a low-code platform that builds web applications directly on the Oracle Database. Oracle describes it as “a no-cost feature of the Oracle Database” that “can be easily deployed with all supported editions of the Oracle Database, including Database Free.” Because there are no per-user, per-developer or per-app fees, APEX inverts the usual low-code cost curve: the more people use the application, the cheaper it looks next to a seat-priced competitor. It is best suited to data-centric internal applications on Oracle data you already hold — approvals, portals, operational dashboards, and the replacement of the spreadsheet that has quietly become business-critical.

Where APEX is not the right answer. APEX is strongest when the data already lives in an Oracle Database and the application is data-centric. If you need a consumer-facing mobile app, a heavily bespoke front-end, or your data sits mostly outside Oracle, a different stack will serve you better — and we will tell you that rather than sell you an APEX project.
